è Regents Professor of the University System of Maryland, nonché Professor of Law presso la School of Law e Direttore del Center for International and Comparative Law dell’Università di Baltimora. Già Presidente dell’IVR – International Association for the Philosophy of Law and Social Philosophy, nei suoi studi si è occupato di diritto internazionale, diritto costituzionale, diritto comparato, filosofia e storia del diritto. Con Stephan Kirste dirige la pubblicazione dell’Encyclopedia of the Philosophy of Law and Social Philosophy. Tra le sue principali pubblicazioni si segnalano: Republican Legal Theory.
